McVicker Immigration Plan

TITULIA CITY | The 3rd Secy of Immigration-designate Dennis McVicker (I) has released his immigration plan:

Our plan for immigration will be a comprehensive effort to not only attract new active citizens, but also citizens with the skills Titulia desperately need to prosper and grow.  I ask that friend and foe alike stand behind this effort, because the future of our great nation is dependent upon our success.
The first part of our plan for immigration will be a comprehensive marketing and public relations campaign that will create a branding that will make Titulia a viable consumer product.  With this result in mind I am asking for bids for to be submitted for banner ads which will be used for this campaign, all interested parties should contact me about specifics for the program.
The second phase of this plan will be to release press releases to favorable online blogs and other media sources, as was successfully done in the past.  The third phase will be to target blogs, message boards, and social networking sites with viral advertising.  I will be asking for citizen input as to which sites we can most effectively target with this ad campaign.
The final phase of this plan is to target individuals with the skill sets Titulia needs for further growth.  These professionals will include people with backgrounds in the legal field, computer sciences, art, journalism and the literary fields.  I would also like citizen suggestions for what other types of professionals we should be targeting, and a list of sites they'd recommend targeting for greatest effect.
The final phase of this project will be accomplished through targeted advertising and incentives for new citizens who have the skills we need.  To this end I have submitted a proposed budget to President Hock regarding the establishment of conditional grants for new citizens.  These grants shall be in the amount of T$500.00, with a total of ten grants being awarded.
To qualify for these grants the recipient must show they possess the skill sets we deem necessary, be willing to offer services in that capacity, and meet basic activity requirements.  The activity requirements are that a recipient must post a minimum of seven (7) postings in their first fourteen (14) days of citizenship.  These posts may consist of any combination of the following; either a blog, a proposition, a proposition comment, or a forum comment.  Prospective recipients must apply for the grant with the Office of Immigration, and must remain active for a least thirty (30) from their date of immigration to receive the grant. We will be offering only ten grants; with most skill sets only receiving one grant, though skill sets that require a greater number of professionals will be awarded more on a cas by case basis.
In order to aid new citizens, I will once again be putting together a welcome letter that I will be sending to all new immigrants.  The welcome letter will include basic instructions regarding how Titulia works, recent developments, and an offer of assistance and guidance for any new citizen who needs it.

The plan proposed by Former Pres. McVicker is a great idea. Viral campaigning will increase our population significantly. By targeting sites that desire something like Titulia, we can increase activity and participation. As for the grants, It seems like a good idea, but does the government have enough money for that? I don’t want taxes to start.
